Subject: National Construction Suspension & Infrastructure Stabilization Act
Effective Immediately
To protect national infrastructure, prevent urban overload, and ensure that all new development is aligned with utility capacity and sustainability standards, this decree enacts an immediate suspension of non-essential construction across the Dominican Republic.
Article 1 – Immediate Nationwide Construction Freeze
- All new non-essential construction permits are hereby suspended for a period of 18 months, effective immediately.
- This applies to:
- Residential and commercial developments
- Tourist resorts and hotels
- Shopping centers and high-density apartment complexes
- Private mega projects not tied to public infrastructure
- Exceptions may be granted only for:
- Government infrastructure (hospitals, schools, roads)
- Essential affordable housing projects
- Emergency rebuilds (post-disaster)
Article 2 – National Infrastructure Readiness Audit
- A comprehensive nationwide audit will assess whether:
- Current water, sewer, and electricity systems can handle proposed growth
- Roads and drainage meet safety and capacity standards
- Telecom and internet services are available and scalable
- No future construction will resume until a project passes the Infrastructure Readiness Scorecard (IRS) issued by the Ministry of Public Services & Infrastructure.
Article 3 – Utilities Connection Certification
- All future projects must secure proof of full utility integration before construction begins:
- Potable water access
- Sewage and stormwater systems
- Electrical grid compatibility
- Fiber-optic internet connection plans
- Developers who build without full certification will face:
- Site shutdown
- RD$10 million peso fines
- 5-year ban from future permits
Article 4 – Municipal Accountability
- Local governments and mayors must:
- Submit infrastructure assessments
- Halt local permit approvals
- Coordinate with federal oversight teams
- Municipalities that ignore this freeze will be subject to budget suspensions and federal intervention.
Article 5 – Public Communication & Economic Stability
- A national campaign, “Construye Bien, No Rápido”, will explain to the public:
- Why the freeze matters
- How it protects water, roads, and quality of life
- What’s being built after we build the foundation
