Subject: National Immigration Reform Act – Secure Borders, Legal Process, and Identity Integrity
Effective Immediately
To protect national security, ensure lawful immigration, and restore control over the Dominican Republic’s demographic future, this decree implements sweeping reforms to immigration policy, entry procedures, and residency enforcement.
Article 1 – Zero Tolerance Policy for Illegal Entry
- Any individual who enters or resides in the Dominican Republic without legal documentation shall be:
- Immediately detained
- Processed for deportation within 7 days
- Permanently banned from re-entry
- Harboring or employing undocumented individuals is a criminal offense punishable by:
- Heavy fines
- Business license suspension
- Up to 5 years imprisonment
Article 2 – Digital Immigration & ID Verification
- All immigration services shall transition to a 100% digital system, including:
- Visa applications
- Residency renewals
- Border crossings
- Every immigrant or foreign national must possess a biometrically linked digital ID, valid at all checkpoints.
Article 3 – No Automatic Citizenship by Birth
- Citizenship is no longer automatically granted by birth on Dominican soil unless:
- At least one parent is a legal citizen or permanent resident
- The child’s birth is registered and verified within 30 days
- This clause protects national identity and ends citizenship loopholes.
Article 4 – Pathway to Legal Status (Earned, Not Given)
- All immigrants must meet strict criteria to gain or keep legal status:
- Pass background checks
- Prove financial self-sufficiency
- Show language and cultural competency
- Pay all applicable immigration fees
- Temporary residency may be granted only for workers, students, or asylum seekers under international law.
Article 5 – National Immigration Enforcement Taskforce
- A new division under the Ministry of National Security will oversee:
- Enforcement of deportation orders
- Workplace inspections
- Cross-agency collaboration with Customs and Police
- A 24/7 anonymous reporting system will allow citizens to report suspected illegal activity.
Article 6 – Dominican Jobs for Dominican Citizens
- Employers must prioritize Dominican nationals for all job openings.
- Any company found using illegal labor will face:
- RD$5 million peso fine per undocumented worker
- 12-month business license suspension
- Mandatory audits for 3 years
