Subject: National Political Term Limit & Anti-Dynasty Governance Act – Leadership Must Be Earned, Not Inherited
Effective Immediately
To preserve democracy, prevent political abuse, and protect future generations from dynastic control, this decree imposes strict term limits, a mandatory leadership pathway, and a permanent ban on immediate family succession in elected office.
Article 1 – Presidential & Vice Presidential Term Limits
- The President and Vice President of the Dominican Republic may only serve a maximum of two (2) elected terms, whether consecutive or non-consecutive.
- No additional extensions, interim appointments, or reelection by technicality shall be permitted after two full terms.
Article 2 – Term Limits for Congress and Senate
- All members of the National Congress and Senate shall be limited to four (4) total terms in office.
- This applies to both chambers, regardless of whether terms are consecutive or split across decades.
- Once a legislator completes four terms, they are permanently ineligible for reelection.
Article 3 – Anti-Dynasty Rule
- Immediate family members of any sitting or former President, Vice President, Senator, or Congressman may not run for public office while their relative is in office or within 6 years of their term ending.
- “Immediate family” includes:
- Spouse or partner
- Children and stepchildren
- Parents and siblings
- In-laws residing in the same household
- This is to protect against family-based power consolidation and corruption.
Article 4 – Leadership Eligibility Path
- Any individual who seeks to run for President or Vice President must have:
- Served at least one full term as an elected member of either Congress or Senate
- Completed public ethics and governance training certification
- This ensures that national leadership is based on experience, understanding of legislation, and public accountability.
Article 5 – Enforcement & Oversight
- The Central Electoral Board will be tasked with:
- Verifying candidate eligibility
- Enforcing term limits and anti-dynasty rules
- Publishing candidate histories for public review
- Any violations or attempts to bypass these laws shall result in:
- Immediate disqualification from public office
- Permanent ban on future candidacy
- Criminal prosecution for election fraud
Article 6 – Public Accountability Campaign
- A civic education program titled “Gana tu Puesto, No tu Herencia” (Earn Your Seat, Not Your Inheritance) will educate voters on:
- Term limits
- Government roles and responsibilities
- How to report eligibility violations
This is not about politics. It’s about the people. We don’t inherit leadership — we earn it. No more lifers. No more dynasties. From now on, public office belongs to those who serve with experience, not those born with influence.
