Subject: National Urban Infrastructure Modernization Act – A Cleaner, Safer, and Sustainable Future for the Dominican Republic

Effective Immediately

To improve the quality of life for all Dominican citizens, modernize national infrastructure, and ensure the safety, sustainability, and functionality of our cities, this decree mandates the following actions for nationwide urban infrastructure reform:


Article 1. Sidewalks and Pedestrian Access
— All major cities, towns, and communities across the Dominican Republic shall be required to install and maintain accessible sidewalks throughout all public areas, ensuring safe pedestrian pathways for all citizens, including persons with disabilities.
— Sidewalk construction shall prioritize durable, weather-resistant materials and feature curb cuts, tactile paving, and universal accessibility standards.


Article 2. Street Lighting with Solar Power Integration
— All public streetlights and night poles in urban and suburban areas shall be upgraded with solar panel technology to reduce dependence on the national electrical grid and promote clean, renewable energy use.
— These solar-powered lights shall include energy-efficient LED bulbs and smart sensors to optimize energy consumption and improve public safety.


Article 3. Sewer System Upgrades
— All sewer systems shall undergo a nationwide assessment and upgrade to ensure efficient water flow and flood prevention.
— Priority shall be given to areas with a history of flooding, with an emphasis on stormwater management, drainage capacity, and maintenance programs to prevent blockages and environmental hazards.


Article 4. City Waste Management and Pollution Control
— A first phase deployment of 5,000 new public trash bins shall be implemented in major cities across the Dominican Republic to reduce street litter, prevent sewer clogs, and decrease environmental pollution.
— These bins shall be strategically placed near public transit stops, sidewalks, parks, and high-traffic areas to promote responsible waste disposal.


Article 5. Traffic Light Modernization
— All existing traffic lights across the Dominican Republic shall be replaced with LED technology to reduce energy consumption, improve visibility, and enhance road safety.
— The Ministry of Public Works shall oversee the installation, maintenance, and monitoring of these modernized traffic control systems.


Article 6. Pedestrian Overpass Safety Upgrades
— All existing pedestrian overpasses and crosswalk bridges spanning Dominican roadways shall undergo a comprehensive structural assessment and renovation program.
— Upgrades shall include reinforced stairways, anti-slip materials, structural supports, and weatherproofing to prevent deterioration, corrosion, and safety hazards.


Article 7. Implementation and Oversight
— The Ministry of Public Works and the Ministry of Energy and Mines shall jointly oversee the implementation of this decree, with quarterly progress reports to the Office of the President.
— Local governments are mandated to cooperate fully in the execution of these projects, ensuring transparency, accountability, and timely completion.
