Subject: National Waste-to-Energy and Clean Streets Act – Transforming Garbage into Power

Effective Immediately

To eliminate landfills, reduce pollution, generate energy, and establish a clean, modern Dominican Republic, this decree launches a national waste management revolution — backed by law, technology, and transparency.


Article 1 – End of Landfill Era

  1. All existing open-air landfills and dumpsites are to be:
    • Permanently closed
    • Remediated for environmental safety
  2. No new landfills may be built under any municipality unless approved as temporary holding facilities during transition.

Article 2 – National Waste-to-Energy Plant Program

  1. The Dominican government will construct waste-to-energy (W2E) facilities in:
    • Santo Domingo
    • Santiago
    • San Pedro
    • La Vega
    • Puerto Plata
  2. These plants will convert trash into electricity, heat, or clean fuel, helping:
    • Reduce grid stress
    • Power nearby communities
    • Eliminate landfill dependence

Article 3 – Recycling Reform

  1. All households and businesses are now legally required to separate recyclables into:
    • Organic
    • Plastic
    • Glass
    • Paper
    • Metal
  2. Every municipality must set up:
    • Curbside recycling pickup
    • Local drop-off centers
    • Education campaigns on proper sorting

Article 4 – Mandatory Weekly Garbage Collection

  1. Garbage collection is now a legal requirement for every city, town, and village.
  2. Municipalities that fail to provide regular pickup will:
    • Face monthly fines
    • Have federal sanitation teams take over
    • Be publicly listed as non-compliant

Article 5 – “Clean Dominican Republic” Transparency Platform

  1. A new public portal will display:
    • Garbage collection schedules
    • Plant output (megawatts generated from trash)
    • Recycling stats by province
    • Sanitation complaints & violation tracking
  2. Citizens can report missed pickups or illegal dumping in real-time with photo/video evidence.

Article 6 – Enforcement and Penalties

  1. Any individual or company caught:
    • Illegally dumping waste
    • Burning trash
    • Avoiding recycling laws
      Will be fined up to RD$500,000 pesos and may face jail time for repeat offenses.
  2. A Green Enforcement Unit will be created under the Ministry of Public Services & Infrastructure to handle all sanitation law enforcement.

From waste to watts, from filth to fuel — the Dominican Republic will no longer be buried in its own garbage. We will be clean, self-powered, and proud. Starting today, trash becomes transformation.
