Subject: Permanent Border Closure and National Sovereignty Enforcement Act

Effective Immediately

In the interest of national security, economic stability, and the right of the Dominican Republic to control and protect its borders, this decree enforces the permanent closure of the border with Haiti and ends all unauthorized crossings, trade, and free access.


Article 1 – Immediate and Total Border Closure

  1. All border crossings between the Dominican Republic and the Republic of Haiti are hereby closed indefinitely.
  2. No land, air, or sea access shall be granted for:
    • Trade
    • Travel
    • Migration
    • Commerce of any kind

Article 2 – End of Subsidized or Free Access

  1. The Dominican Republic will no longer allow free entry, labor, or services to non-Dominican citizens crossing from Haiti.
  2. All prior agreements or informal arrangements that granted unverified or undocumented movement are null and void.
  3. Any individuals found crossing illegally shall be:
    • Detained
    • Processed for deportation
    • Permanently barred from re-entry

Article 3 – National Border Security Force

  1. A permanent military-enforced security wall will be expanded and fully monitored by:
    • Armed Forces
    • Drones and surveillance towers
    • Border patrol units with 24/7 coverage
  2. Any breaches of this border will be treated as acts of foreign incursion and responded to under the National Defense Act.

Article 4 – Trade and Diplomatic Freeze

  1. All trade relations, bilateral agreements, and aid packages involving the Haitian government are suspended until further notice.
  2. The Dominican Republic will no longer act as an open corridor for Haitian economic dependence.

Article 5 – Public Communication and Enforcement

  1. All border municipalities will be informed and supported with:
    • Reinforced security personnel
    • Surveillance equipment
    • Emergency response teams
  2. This policy will be communicated nationally and internationally under the title:
    “Dominican Borders, Dominican Rules.”

The Dominican Republic is not a free gateway. We are a sovereign nation with sovereign laws. This border is closed. This nation is secure. This is final.
