Establishing the Reformation and Enforcement of a New Penal Code to Begin January 1, 2027
Preamble:
The soul of a nation is defined by how it delivers justice—not just to punish the guilty, but to shield the vulnerable, defend the truth, and uphold the light of dignity over darkness. The Dominican Republic stands at a crossroads. Our laws must no longer tolerate injustice masked as leniency. We must walk boldly into the future with a Penal Code that speaks to the realities of our time and the sacred value of human life.
I, Future President, President of the Dominican Republic, by the will of the people and in harmony with the Constitution, hereby enact the following:
TITLE I: CRIMINALIZATION OF MODERN OFFENSES
The 2027 Penal Code shall officially criminalize the following acts, with penalties proportionate to their gravity:
- Femicide – Life imprisonment for the intentional killing of a woman due to her gender, with no possibility of parole.
- Contract killings (Sicariato) – Up to 60 years in prison for those who orchestrate or carry out hired killings.
- Cyberbullying and Digital Harassment – Criminal offense punishable by up to 10 years in prison.
- Economic Abuse – Coercive financial control within domestic or partner relationships classified as domestic violence.
- Deepfake Blackmail – Up to 15 years in prison for malicious creation or distribution of manipulated media meant to extort or ruin reputations.
- Pyramid Schemes & Unregulated Financial Intermediation – Treated as white-collar criminal fraud with up to 20 years in prison and asset seizure.
- Enforced Disappearance – Punishable by up to life imprisonment, and classified as a crime against humanity when state actors are involved.
- False Reports and Self-Kidnapping – New felony classification carrying up to 15 years, escalating when public resources are abused.
- Incitement to Suicide – Up to 25 years in prison for acts proven to contribute directly to suicide, especially among youth or vulnerable individuals.
- International Crimes – Crimes such as genocide, crimes against humanity, and doping-related bodily harm are now fully codified in domestic law.
TITLE II: ENHANCED PENALTIES & JUDICIAL POWER
- Maximum Prison Terms Raised – The standard ceiling of incarceration is raised to 40 years, with 60 years for compound, aggravated, or repeat violent offenses.
- Sexual Crimes – Rape, marital rape, and partner rape now carry mandatory sentencing of 25 to 60 years.
- No Statute of Limitations for murder, enforced disappearance, femicide, or crimes involving state abuse.
TITLE III: POST-SENTENCE SUPERVISION & REHABILITATION
- Post-Release Monitoring – All violent offenders will be subject to mandatory social-judicial surveillance for 10 years post-release.
- National Sex Offender Registry – A fully public, digital registry will list names, photos, sentences, and zones of restriction.
- Rehabilitation & Re-education – All correctional institutions shall include educational, psychological, and reintegration programs to reduce recidivism and restore humanity.
TITLE IV: CORPORATE CRIMINAL LIABILITY
- For the first time in Dominican history, legal entities (corporations, nonprofits, and financial firms) may be held criminally responsible if:
- Their officers or representatives commit crimes;
- They enable crimes via negligence, lack of oversight, or culture of corruption.
Penalties include suspension, asset seizure, and permanent revocation of operating licenses.
TITLE V: PROTECTION OF VICTIMS
- Expanded Protection Orders – Available to all victims of domestic violence, stalking, online abuse, and threats to physical or emotional safety.
- No Tolerance for Repeat Abusers – Second offenses shall result in maximum sentences with no eligibility for parole.
- Psychological and Housing Support – A national support network shall provide free, confidential access to shelter, trauma recovery, and legal aid.
TITLE VI: ANTI-CORRUPTION CRUSADES
- Permanent Disqualification from Public Service – Any official convicted of corruption will be permanently barred from all public roles.
- Extended Statutes of Limitations – Corruption cases can now be prosecuted up to 30 years from the time of discovery.
- Asset Recovery Law – Public prosecutors are authorized to trace, seize, and repatriate stolen state funds wherever they may reside globally.
TITLE VII: JUSTICE FOR SURVIVORS OF CHILD SEXUAL ABUSE
- Extended Legal Window – Victims of sexual abuse while under 18 will have 30 years from their 18th birthday to seek justice.
- Child Protection Priority Status – Judges shall fast-track all cases involving underage victims, with public defenders and translators provided immediately.
TITLE VIII: THE FUTURE OF JUSTICE
- A National Truth & Justice Tribunal shall be established to revisit past cases affected by corruption, impunity, or outdated statutes.
- The Ministry of Justice and Peacebuilding will oversee the full rollout, training, and public education about the 2027 Penal Code.
- An annual Justice Progress Report will be published each December 31, with transparent data on prosecutions, sentencing, and reform outcomes.

To change a country, you must first love it fiercely. Let this law become our shield against darkness. May it restore the brokenhearted, humble the corrupt, and uplift the innocent. Let the world look upon the Dominican Republic and see a nation that finally said: No more.
