Presidential Decree No. 013-DR

Subject: Energy Sector Privatization Act – Elimination of CDEEE and Sale of Edesur, Edenorte, and EdeEste
Effective Immediately
In order to modernize the national energy grid, reduce public debt, and end decades of political interference in the power sector, this decree removes the government from direct electricity control and opens the door to free market innovation.
Article 1 – Immediate Dissolution of CDEEE
- The Corporación Dominicana de Empresas Eléctricas Estatales (CDEEE) is hereby permanently dissolved.
- All remaining roles, contracts, and responsibilities of the agency shall be terminated or transferred to a temporary Energy Transition Committee for final review and closure.
Article 2 – Sale of State-Owned Electric Companies
- The following government-owned energy distribution companies shall be privatized within 12 months:
- Edesur
- Edenorte
- EdeEste
- These companies will be sold through internationally monitored open bidding to ensure:
- No monopolies
- Fair pricing
- Transparent ownership
- 25% of the sale proceeds will be reinvested in renewable energy and microgrid infrastructure.
Article 3 – Creation of Free Energy Market
- The Dominican Republic will now operate under a fully deregulated energy market, allowing:
- Independent power producers
- Foreign and local investment in solar, wind, and hybrid energy
- Transparent billing models
- The National Energy Authority (created under Decree No. 002) will regulate:
- Safety standards
- Customer rights
- Grid interoperability
Article 4 – Consumer Rights & Protection
- All consumers shall have the right to:
- Choose their energy provider
- Receive consistent billing
- Be compensated for outages longer than 2 hours
- A “Bill of Energy Rights” will be posted online and in all provider locations.
Article 5 – End of Political Energy Appointments
- No politician, public official, or family member may own or control more than 1% of any energy company under this new privatization law.
- Any violations will be considered high-level corruption and punished with:
- Seizure of assets
- Permanent disqualification from public office
- Up to 10 years imprisonment
The government does not belong in the electric business. We are here to regulate, not to profit. From now on, the people will choose their power — and their power will work.
