Subject: Local Revenue Protection Act – Keep Local Taxes Local for Infrastructure and Future Growth
Effective Immediately
In pursuit of equity, balanced development, and empowerment of all Dominican towns and provinces, this decree ensures that local tax revenue stays where it belongs — in the hands of local communities.
Article 1 – Local Tax Retention Mandate
- All taxes collected within a municipality — including sales tax, business tax, property tax, and vehicle fees — shall remain in that municipality for reinvestment.
- A minimum of 85% of all local tax revenue shall be earmarked for local infrastructure, public services, and development.
Article 2 – Limit on Central Diversion
- Only 15% of local revenue may be transferred to the federal government for national emergencies or inter-provincial projects.
- No more blind transfers to Santo Domingo without direct, measurable benefit to the town that generated the funds.
Article 3 – Local Infrastructure Growth Fund
- Each municipality will establish a Local Infrastructure Growth Fund (LIGF) dedicated to:
- Roads
- Schools
- Sanitation
- Public housing
- Water and power upgrades
- Mayors and local councils will be held legally accountable for the management and public reporting of this fund.
Article 4 – Real-Time Public Oversight
- All towns must publish:
- Monthly income vs. expenditure reports
- Project status dashboards
- Annual growth forecasts
- Citizens will have access to an app and website called “Transparencia Local” to track their town’s revenue, spending, and audits in real time.
Article 5 – Incentives for Growth
- Towns that grow their local revenue base through small business development or tourism will receive federal matching funds.
- This encourages independence, innovation, and prosperity outside the capital.
From this day forward — if your town earns it, your town keeps it. No more dependency, no more silence. The future of the Dominican Republic starts in every province, every street, and every community.
