Subject: National Connectivity & Broadband Guarantee Act – 1Gpbs Internet & 4G/5G Access for All
Effective Immediately
Because connectivity is no longer a luxury — it is a basic right and an engine of education, economy, and empowerment — this decree mandates full national coverage and digital equity.
Article 1 – National Broadband Standard
- Every household, business, school, and government office in the Dominican Republic shall have access to a minimum of 1Gpbs broadband internet — no exceptions.
- This applies to urban, rural, mountain, island, and remote areas nationwide.
Article 2 – 4G and 5G Mobile Network Guarantee
- Every region shall be covered by 4G LTE, with major towns, cities, and highways guaranteed full 5G service.
- Providers must expand coverage within 12 months or face penalties, including loss of licenses or state acquisition of towers.
Article 3 – National Infrastructure Deployment Plan
- The Dominican Government will deploy:
- Fiber-optic cables across all provinces
- Cell towers in underserved areas
- Satellite backup systems for remote terrain
- Telecom companies must cooperate or face forced participation under public utility regulation.
Article 4 – Universal Digital Access Program
- Low-income families, students, and small businesses will receive:
- Subsidized internet plans
- Free modems and routers
- Access to public Wi-Fi zones in every community
- All public libraries, town halls, and schools will act as community access hubs.
Article 5 – Internet Is a Civil Right
- The Dominican Constitution shall be amended to recognize digital access as a civil right.
- Intentional throttling, discrimination of data access, or unjustified blackouts are now considered a violation of national rights.
