Subject: National Digital Republic Act – Full Paperless Government by 2030

Effective Immediately

To accelerate national progress, end bureaucracy, and give every citizen faster, smarter access to government services, this decree establishes a 100% digital transformation of the Dominican Republic by the year 2030.


Article 1 – Digital Government Transition

  1. All government agencies shall transition to fully paperless operations by January 1, 2030.
  2. Beginning immediately:
    • All new forms, records, applications, and certifications must be issued in digital PDF format.
    • Physical paper will only be available upon request and may carry a small processing fee.

Article 2 – Free Digital Documents for All

  1. Citizens may receive all official government documents free of charge via email or secure digital ID portal, including:
    • Birth certificates
    • Marriage licenses
    • Property titles
    • Identity records
    • Legal filings
    • Tax returns
  2. Paper copies may still be requested for a processing fee, to encourage sustainability and reduce printing costs.

Article 3 – National e-ID & Digital Signature System

  1. A universal Digital ID (Cedula Digital) will be issued to every Dominican citizen.
  2. This ID will allow for:
    • Secure logins to all government services
    • Legally binding digital signatures
    • 2FA-protected document access
    • Healthcare, education, and benefits integration

Article 4 – Interagency Digital Network

  1. All government ministries, municipalities, and offices will connect to a centralized e-Gov system to eliminate redundancy.
  2. Citizens will no longer need to submit the same document to multiple agencies — data will be shared securely and efficiently.

Article 5 – Cybersecurity & Digital Literacy

  1. Government employees will be retrained in digital tools and cybersecurity awareness.
  2. Free digital literacy programs will be offered to seniors, rural citizens, and those without tech access to ensure full inclusion.

We are entering a new era — fast, efficient, and secure. The days of missing files, endless paperwork, and corrupt delays are over. The future is digital, and it belongs to the people. Welcome to the Smart Republic.
