Subject: National Digital Wallet Act – Creation of RepúblicaPay for a Cashless, Inclusive Future
Effective Immediately
To empower every citizen with access to secure financial tools, eliminate corruption-prone cash systems, and accelerate national economic modernization, this decree establishes a government-backed Digital Wallet System integrated into RepublicaID.
Article 1 – Establishment of RepúblicaPay
- A new national mobile payment platform, RepúblicaPay, is hereby created and will be:
- Operated under the Ministry of Digital Governance & Finance
- Linked to each citizen’s RepublicaID
- Available via mobile app, SMS, and physical RepúblicaCard for rural access
- Every Dominican citizen 13 years and older will be automatically eligible for a RepúblicaPay wallet.
Article 2 – Core Wallet Capabilities
RepúblicaPay will allow users to:
- Send and receive funds instantly
- Pay for government services (licenses, taxes, permits)
- Make everyday purchases (groceries, utilities, fuel, etc.)
- Receive salaries, public assistance, or pensions
- Transfer money to family and small businesses
Article 3 – Cashless Government Transition
- All government-related transactions will become cashless by January 1, 2029, including:
- Public employee salaries
- Tax refunds
- Traffic fines
- Subsidy payments (electricity, food, housing)
- Public contracts
- RepúblicaPay will be integrated into every public institution and ministry, including at embassies abroad.
Article 4 – Fees, Access & Rural Equity
- RepúblicaPay will be free to use, with:
- No monthly fees
- Free national transfers
- Free account creation and maintenance
- Rural areas will be supported with:
- Mobile wallet vans
- Authorized agents in corner stores or co-ops
- SMS code features for basic phones without internet
Article 5 – Anti-Corruption & Traceability Measures
- All government transactions through RepúblicaPay will be:
- Fully traceable and timestamped
- Linked to official budgets and audit dashboards
- Available for monthly public review
- Any attempt to divert funds, create fake wallets, or abuse the system will result in:
- Immediate account freezing
- Criminal prosecution
- Lifetime ban from receiving government funds
Article 6 – National Education & Onboarding Campaign
- A national campaign called “Tu Dinero, Tu País” will teach:
- How to use RepúblicaPay
- How to protect your digital wallet
- How digital payments fight fraud and improve public trust
- Schools, community centers, and mobile teams will provide training and free setup support in all provinces.
