Subject: National Fire Safety & Emergency Response Enforcement Act

Effective Immediately

To protect human life, ensure public safety, and uphold the international reputation of the Dominican Republic as a secure destination, this decree mandates the modernization, enforcement, and transparency of fire prevention and emergency services nationwide.


Article 1 – Mandatory National Fire Code Compliance

  1. All buildings — residential, commercial, public, and tourist-facing — must comply with a strict National Fire Safety Code (NFSC), including:
    • Smoke detectors
    • Fire alarms
    • Emergency exits
    • Sprinkler systems
    • Fire-resistant materials for large public buildings
  2. Hotels, resorts, hospitals, schools, and stadiums must submit to quarterly inspections and maintain visible fire safety certifications.

Article 2 – Fire Department Modernization

  1. Every municipality must have a fully equipped fire department, outfitted with:
    • Modern engines
    • Rescue equipment
    • Water tankers
    • Emergency communication gear
  2. A National Fire Response Network (NFRN) will ensure cross-provincial assistance in high-risk situations.

Article 3 – Rapid Response Infrastructure

  1. All urban zones and tourism corridors must install:
    • High-pressure hydrant networks
    • Emergency access lanes in all hotel and event areas
    • Real-time alarm reporting systems connected to municipal response teams
  2. Fire stations shall be built or upgraded to ensure arrival times under 5 minutes in high-density zones.

Article 4 – Emergency Services Coordination

  1. A new Central Emergency Services Command (CESCOM) will:
    • Coordinate fire, medical, and disaster responses
    • Oversee national dispatch centers
    • Use satellite and AI-powered routing to reduce response delays
  2. Emergency services must respond to 100% of verified alerts with clear escalation procedures.

Article 5 – Legal & Civil Penalties

  1. Any building, hotel, or business found:
    • Operating without certified fire systems
    • Blocking emergency exits
    • Failing quarterly inspections
      Will face:
    • Immediate closure
    • Fines up to RD$2 million pesos
    • Criminal charges if negligence leads to injury or death

Safety is not optional. The Dominican Republic will not trade lives for profits. From the beach resorts to the barrios, everyone will be protected, and every fire will be fought — fast, fierce, and full force.
