Subject: National Public Safety Reform Act – True First Responders and the End of the Police State

Effective Immediately

To restore trust, reduce fear, and protect the dignity of every citizen, this law will redefine and restructure emergency response across the Dominican Republic — bringing safety back to the people, not power.


Article 1 – Definition of First Responders

  1. Only the following professionals shall be officially recognized and maintained as first responders:
    • Police Officers
    • Firefighters
    • Emergency Medical Technicians (EMTs)
  2. These units shall focus solely on:
    • Emergency response
    • Public safety
    • Life-saving interventions
    • Crisis support

Article 2 – Dismantling of Paramilitary & Redundant Agencies

  1. All non-essential enforcement or surveillance units outside of police, fire, and EMTs shall be dismantled immediately, including:
    • Special task forces with unclear oversight
    • Redundant traffic enforcement units
    • Agencies used for intimidation or political enforcement
    • Any department acting as a “shadow police”
  2. Military police shall return to defense-only roles, and civilian security will remain under civilian control.

Article 3 – Community-Based Public Safety

  1. New Community Response Teams (CRTs) shall be established to:
    • De-escalate conflicts
    • Assist with mental health calls
    • Provide non-lethal, community-first interventions
  2. CRTs will be trained civilians working in partnership with first responders to reduce unnecessary arrests and violence.

Article 4 – Transparency and Civil Oversight

  1. All first responder actions will be subject to civilian review boards in every province.
  2. Body cameras are mandatory for all police. Failure to wear or activate them will void legal immunity.
  3. Monthly public reporting will include:
    • Use of force
    • Complaint statistics
    • Response times

Article 5 – No More Police State

  1. Surveillance of civilians without a court order is strictly prohibited.
  2. Random checkpoints, harassment patrols, and intimidation tactics are banned.
  3. Citizens have the right to record, report, and challenge any abuse by responders without retaliation.

We are not a police state. We are a people-first nation. From now on, public safety will protect life — not control it. The age of fear is over. The age of accountability begins.
