Subject: National Recognition and Enforcement of Dominican Sign Language (LSP) Awareness, Training, and Usage – Ensuring Inclusion and Accessibility for the Deaf Community

Effective Immediately

To promote equal access, inclusivity, and full participation of the Deaf and hard-of-hearing community in the Dominican Republic, this decree formally recognizes Dominican Sign Language (Lengua de Señas Dominicana - LSP) as a vital national language and mandates its learning, use, and integration across all sectors of society.


Article 1. Official Recognition of Dominican Sign Language (LSP)
— The Dominican Republic hereby recognizes Dominican Sign Language (LSP) as an official language of communication within the country, alongside spoken Spanish.
— LSP shall be used in public services, government communication, and as a standard for inclusion across institutions, ensuring accessibility for all citizens.


Article 2. Mandatory Awareness, Training, and Usage
— All government employees, including police officers, firefighters, emergency medical personnel (EMTs), and public service workers, shall receive mandatory training in basic LSP communication to effectively serve Deaf and hard-of-hearing citizens.
— All private sector entities, including hotels, businesses, restaurants, and service providers, shall implement staff training programs to ensure at least one LSP-capable employee is available during operational hours.
— Educational institutions shall integrate LSP awareness and basic skills into national curricula at primary and secondary school levels.


Article 3. Public Awareness Campaigns
— A nationwide public awareness campaign shall be launched to promote respect, understanding, and use of LSP among the general population, encouraging a culture of accessibility and inclusion.


Article 4. Oversight and Enforcement by CONDIS
— The Consejo Nacional para la Discapacidad (CONDIS) shall oversee the implementation, progress, and integrity of this initiative.
— CONDIS shall ensure transparency, monitor compliance, provide certification programs, and issue annual public reports on national LSP adoption and usage.


Article 5. Timeline for Implementation
— Government agencies and public service departments shall complete LSP training programs within 24 months of this decree’s effective date.
— Private sector businesses shall implement required LSP training within 36 months of this decree’s effective date, with support and guidance from CONDIS.
