Subject: Public Salary Cap & Transparency Enforcement Act – Accountability for All Government Employees

Effective Immediately

To restore integrity, end corruption, and guarantee that public service means serving the people — not profiting off them — this decree enforces strict salary limits, transparency, and consequences for abuse.


Article 1 – Public Salary Cap

  1. All government employees, from entry-level to cabinet members, are now subject to a mandatory salary cap:
    • Maximum monthly salary: RD$150,000 pesos (approx. $2,500 USD)
    • Additional earnings from bonuses, commissions, or board positions are subject to 100% income disclosure
  2. Exceptions may be made for medical professionals and engineers with specialized roles, subject to oversight committee approval.

Article 2 – Excess Earnings Tax

  1. Any government employee earning above the salary cap will:
    • Be taxed at 90% on the excess amount
    • Be required to return overpaid funds within 60 days
  2. Failure to return overpaid earnings will result in:
    • Criminal charges
    • Immediate dismissal
    • A minimum of 2 years in prison for theft of public funds

Article 3 – Monthly Income Reporting

  1. Every government employee must file a monthly income disclosure report through the new “PublicServ Portal”.
  2. These reports will be:
    • Reviewed by the Public Integrity Committee
    • Publicly visible by citizens on a government dashboard

Article 4 – Whistleblower Protection & Public Oversight

  1. Citizens and government workers may anonymously report salary fraud or abuse via the national anti-corruption hotline or app.
  2. Verified reports that result in prosecution will reward whistleblowers with 10% of recovered funds.

Article 5 – Audit & Enforcement Division

  1. A new department under the Ministry of Digital Governance will:
    • Audit salaries and employment records
    • Cross-check for ghost employees or unauthorized contracts
    • Investigate sudden wealth accumulation in public servants

From now on, the government works for the people — not the other way around. No more overpaid officials. No more hidden bonuses. Serve with honor, or don’t serve at all.
