Establishing the Strategic Bi-Lateral Modernization & Sovereignty Protection Act to Begin January 1, 2028
Preamble:
The absolute sovereignty, territorial integrity, and constitutional independence of the Dominican Republic are non-negotiable baselines that any responsible executive administration must fiercely defend under the Supreme Law of the Nation. The ongoing institutional instability within our neighboring territory demands realistic, decisive, and structured leadership. We must walk boldly into the future by replacing informal, volatile border arrangements with ironclad security, transparent diplomatic protocols, and modernized legal systems that put the safety and civic dignity of the Dominican people first.
I, Future President, President of the Dominican Republic, by the will of the people and in harmony with the Constitution, hereby enact the following:
TITLE I: THE INVIOLABILITY OF NATIONAL SOVEREIGNTY
- Border Perimeter Security – The land, air, and maritime borders of the Dominican Republic are declared zones of high national security. The armed forces (FFAA) and specialized border security units (CESFRONT) are granted absolute executive authority to enforce national boundaries using all necessary legal and physical mechanisms.
- Elimination of Informal Crossings – All informal, unregulated transit corridors along the land border are permanently decommissioned. Entry into national territory will be permitted exclusively through modernized, biometric-equipped, state-controlled ports of entry.
- Non-Interference Mandate – No external entity, international body, or foreign state may bypass, manipulate, or alter the sovereign border control and immigration protocols of the Dominican Republic.
TITLE II: INSTITUTIONAL DIPLOMATIC REALIGNMENT
- Restructuring the Bi-National Commission – The Dominican Republic will formally restructure its diplomatic engagement with the representatives of the Republic of Haiti. All bi-lateral dialogues must occur through a modernized, strictly monitored Bi-National Commission.
- Ban on Private Negotiations – Informal, private, or unauthorized cross-border political negotiations by local municipal figures, private corporate entities, or unsanctioned local authorities are explicitly prohibited and subject to state interference.
- Transparency of Accord Registries – Every diplomatic agreement, trade understanding, or security protocol signed between the Dominican Republic and external authorities must be documented in a transparent digital ledger accessible to the public on
DR2028.org.
TITLE III: SECURE COMMERCE & MARKET MODERNIZATION
- Overhaul of Bi-National Markets – The operational framework of all bi-national border markets (including Dajabón, Elías Piña, Independencia, and Pedernales) is entirely restructured to enforce tax compliance and national safety.
- Biometric Vendor Verification – All commercial vendors operating in border trade zones must be formally registered and biometrically verified before entering trading grounds.
- Mandatory Digital Payment Processing – Cash transactions over set limits will be systematically replaced by trackable, secure digital payment networks to eliminate the black-market financing of illicit cross-border gangs.
- Daylight Operational Limits – All border markets will operate under strict daylight hours with active military customs oversight.
TITLE IV: TRANSNATIONAL CRIME DETERRENCE
- Anti-Smuggling Task Forces – In coordination with international security metrics, a specialized multi-branch task force will target the financial networks driving weapon smuggling, human trafficking, and black-market agricultural trade.
- Maximum Penalties for Facilitators – Any individual found facilitating illegal border crossings or compromising national defense infrastructure—regardless of their nationality, military rank, or political status—will face expedited prosecution under maximum national security penalties.
TITLE V: ACCOUNTABILITY IN FOREIGN LABOR & VISAS
- Forensic Consular Audit – All visa issuance programs operating out of Dominican consulates within Haitian territory are suspended pending a full forensic financial and administrative audit.
- Treason Charges for Consular Corruption – Any consular staff found engaged in the fraudulent sale of visas, identity theft, or document forgery will be stripped of immunity and prosecuted for treason against the state.
- The Digital Corporate Sponsorship Mandate – Any domestic industry utilizing foreign labor (including agriculture and construction) must register workers through a central digital system. Employers are held legally and financially liable for the health coverage, housing standards, and verified return-transit of their contracted personnel upon contract expiration.
TITLE VI: EXECUTION & PROGRESS REPORTS
- Transition Timeline – All ministries, military branches, and custom systems are legally bound to update their operational protocols to reflect the mandates of Decree 039-B within 90 days of executive signing.
- Annual Sovereignty Report – An annual Border Security & Sovereign Transparency Progress Report will be published each December 31, with transparent data on trade logs, immigration compliance, and national security outcomes.
