Subject: Transparent Immigration Access Reform – Elimination of Overstay Fees & Introduction of Clear Visa Options
Effective Immediately
To promote tourism, long-term stays, economic growth, and transparent immigration practices, this decree eliminates arbitrary overstay penalties and introduces a simplified, affordable visa structure for all foreign nationals.
Article 1 – Elimination of Overstay Fines
- The existing daily overstay fine system for tourists and visitors is hereby abolished.
- No visitor shall be penalized for overstaying under the prior system retroactively.
Article 2 – 90-Day Free Entry Policy
- All visitors from approved countries may enter the Dominican Republic for up to 90 days without charge or visa, for tourism or casual business.
- Upon entry, travelers are issued a digital travel ID tied to their passport via the RepublicaID system.
Article 3 – Monthly Extension Visa (Flexible Stay Program)
- After 90 days, visitors may choose to stay long-term by paying a monthly fee of RD$1,000 (approx. $17 USD).
- This monthly visa can be renewed continuously for up to 5 years.
- No additional paperwork or exit required unless criminal activity occurs or status is abandoned.
Article 4 – Snowbird Visa
- Foreign retirees and long-term seasonal guests can apply for a “Snowbird Visa”, valid for 10 years with a one-time fee of RD$10,000 (approx. $170 USD).
- This visa includes:
- Multiple entries per year
- Exemption from monthly renewal
- Proof of income or property ownership encouraged, but not mandatory
Article 5 – Permanent Residency Simplification
- Applicants seeking permanent legal residency may qualify through the following clear options:
- One-time payment of RD$25,000 (approx. $850 USD)
- Invest RD$100,000 pesos or more in a Dominican business or property
- Marriage to a Dominican national, plus a one-time processing fee of RD$8,000
- Permanent residents will receive full RepublicaID and RepúblicaPay access.
Article 6 – National Digital Visa System
- All applications and renewals will be processed through the new RepublicaVisas platform, accessible via mobile or in embassies.
- Visitors can:
- View remaining days
- Extend with one click
- Download visa proof digitally
Article 7 – Public Communication & Transition
- A national campaign titled “Visita Legal, Visita Clara” will explain:
- The end of overstay fines
- The monthly visa model
- Residency and snowbird pathways
- All embassies and airports must train staff on the new visa structure within 60 days.
